The Indian government has appointed Rajesh Agarwal, a 1994-batch IAS officer, as the next Commerce Secretary, following the retirement of Sunil Barthwal in September 2025. Agarwal, who currently serves as the additional secretary in the Department of Commerce, brings a wealth of experience, including his role as the chief negotiator for India’s bilateral trade agreement with the U.S. He will assume leadership at a pivotal time, with global trade facing challenges due to escalating tariffs, geopolitical tensions, and a growing trade deficit with China. His appointment marks a critical moment for India’s trade negotiations and economic diplomacy.

Rajesh Agarwal’s Appointment: A Strategic Shift

In a move that underscores the importance of India’s evolving trade policies, the government has appointed Rajesh Agarwal as the new Commerce Secretary. Agarwal, a senior officer from the Manipur cadre, will succeed Sunil Barthwal upon his retirement in September 2025. Currently holding the position of Special Secretary in the Department of Commerce, Agarwal has earned significant experience in the field, especially as the chief negotiator for India’s proposed bilateral trade agreement with the United States.

His appointment comes at a crucial juncture in global trade. The international landscape is increasingly marked by protectionism, with the U.S. imposing high tariffs on various goods, especially from China. This has precipitated a trade war, adding to the uncertainty in global trade dynamics. Agarwal will assume leadership of the department amid these challenges, tasked with navigating these complex issues and ensuring India’s interests remain safeguarded.

The Global Trade Environment: Challenges and Opportunities

As Agarwal steps into his new role, he will be confronting the wider ramifications of the ongoing global trade upheaval. The U.S. has intensified its tariff impositions, primarily targeting China, and this trade dispute has escalated tensions between the two economic giants. For India, the impact of these developments is particularly significant given its position as a major trading partner to both the U.S. and China.

India’s trade relationship with the U.S. is its most important, with the two countries deeply engaged in discussions to finalize a new bilateral trade agreement. On the other hand, China, India’s second-largest trading partner, remains a complex figure in India’s economic landscape. While trade with China is critical, India faces a growing trade deficit that touched a concerning USD 99.2 billion in 2024-25. The widening trade deficit is a pressing issue for Agarwal’s team, as it has implications for India’s overall economic balance and external trade policies.

Key Responsibilities and Focus Areas for Agarwal

Agarwal’s vast experience positions him well to address these challenges. He is currently leading the review of India’s Free Trade Agreement (FTA) with the ASEAN bloc, an initiative that has the potential to boost India’s trade relations with Southeast Asia. The FTA review will play a significant role in streamlining trade practices and enhancing market access for Indian goods in ASEAN countries.

Furthermore, Agarwal is overseeing negotiations for India’s proposed comprehensive trade pact with Australia and Peru, two countries that offer substantial growth opportunities for India’s trade and exports. With India’s goods and services exports reaching an all-time high of USD 820 billion in 2024-25, expanding trade agreements with such nations is expected to contribute positively to India’s economic expansion.

Agarwal is also actively involved in leading negotiations for the Indo-Pacific Economic Framework (IPEF), which aims to strengthen India’s economic footprint in the Indo-Pacific region, a strategic area in global trade.

India’s Trade Growth Amidst Global Uncertainty

Despite the global challenges, India’s export sector has seen commendable growth. In 2024-25, India’s total goods and services exports crossed a historic high of USD 820 billion. However, while services exports have seen robust growth, the merchandise exports saw a near-flat growth at USD 437.42 billion. This slower pace of growth in merchandise exports could be a key focus for Agarwal’s tenure, as he works to address issues related to market access, quality standards, and trade facilitation mechanisms.

Agarwal’s leadership will be tested as he strives to balance trade agreements, domestic manufacturing, and addressing the needs of Indian exporters who are facing growing competition globally. His experience in negotiating trade pacts and fostering international relations will be instrumental in ensuring India maintains a competitive edge.

Conclusion: A New Era in India’s Trade Diplomacy

Rajesh Agarwal’s appointment as Commerce Secretary signals a new era for India’s trade diplomacy at a time when global trade is navigating uncharted waters. With his expertise in negotiating high-stakes trade deals and a strong track record in managing India’s complex trade relationships, Agarwal is poised to lead the country through the challenges posed by rising tariffs, geopolitical instability, and trade deficits. As India seeks to strengthen its position in global markets, Agarwal’s leadership will be key in shaping the future of India’s trade policies and ensuring sustainable economic growth in a turbulent world.
