Gujarat Charts a New Frontier: India’s First State-Level SpaceTech Policy Aims to Launch a New Era of Innovation

Gujarat has taken a pioneering step in India’s space sector by unveiling the country’s first dedicated state-level SpaceTech Policy for 2025–2030. This strategic initiative offers fiscal and non-fiscal incentives to attract investments and promote innovation across the space technology value chain, from satellite manufacturing to downstream applications. The policy aims to build collaborative frameworks with ISRO, IN-SPACe, and the Department of Space, while establishing a SpaceTech Centre of Excellence and a dedicated manufacturing park. In line with India’s broader liberalization of the space sector, Gujarat’s move is set to catalyze private participation and position the state as a national space industry hub.

Policy Overview: Vision and Scope

The SpaceTech Policy 2025–2030, introduced by the Gujarat government, represents a significant advancement in regional industrial policy, aimed at catalyzing India’s space economy. Gujarat becomes the first Indian state to formalize a policy targeting the space technology sector, aligning itself with the Union Government’s reforms to enhance private participation in space exploration and applications.

The policy provides both fiscal and non-fiscal support across the spectrum of space-related activities, including:

  • Satellite component manufacturing (e.g., payloads, propulsion systems)
  • Development of ground stations and satellite control centers
  • Space-based application design and development

Collaborative Frameworks: Partnerships and Institutional Support

To ensure effective implementation, the Gujarat government is partnering with major national institutions:

  • ISRO (Indian Space Research Organisation)
  • IN-SPACe (Indian National Space Promotion and Authorization Center)
  • Department of Space, Government of India

These partnerships will help facilitate knowledge exchange, technological incubation, and joint ventures between the public and private sectors. A Centre for Excellence in Space Technologies will also be established to promote skill development, R&D, and innovation.

Infrastructure Push: Space Manufacturing Park

A major pillar of the policy is the proposed Space Manufacturing Park, designed to house companies and startups operating in the space tech vertical. This facility will offer shared infrastructure and technical services, lowering entry barriers for smaller firms while supporting end-to-end manufacturing capabilities in satellite systems and related technologies.

The park will act as a one-stop ecosystem for prototyping, testing, and mass production, thus improving time-to-market and reducing costs for innovators and enterprises.

Incentives and Sectoral Integration

The policy integrates incentives from other state-level frameworks:

  • Launch cost subsidies and patent support will be offered to manufacturers.
  • Enterprises involved in the ground segment, design, and space applications will be eligible for benefits under the Gujarat IT/ITeS Policy (2022–27).
  • Startups will be nurtured under the state’s ICT and Deep Tech Startup program, further encouraging early-stage innovation.

These incentives are crafted to make Gujarat a fertile ground for both domestic and foreign investors, supporting FDI inflows and enabling technology transfer through international collaboration.

National Context: Aligning with Indian Space Policy 2023

The initiative dovetails with the Indian Space Policy 2023, which liberalized the national space sector and introduced reforms to facilitate private and foreign investments across satellite manufacturing, space exploration, launch services, and remote sensing. By being the first state to enact such a focused strategy, Gujarat is leveraging early-mover advantage to become a launchpad for India’s private space economy, reinforcing the country’s ambitions in becoming a global space tech powerhouse.
