Boney Kapoor’s Rs. 1,510 Crore Film City Project Set to Transform Uttar Pradesh’s Entertainment Landscape

Bollywood producer Boney Kapoor’s firm, Bayview Projects LLP, has submitted the final layout plan for the ambitious International Film City near the Yamuna Expressway in Greater Noida. Spanning 1,000 acres, the project aims to position Uttar Pradesh as a premier hub for both national and global film production. The initial phase will cover 230 acres with an estimated investment of Rs. 1,510 crore. Once approved by the Yamuna Expressway Industrial Development Authority (YEIDA), construction will commence. Envisioned as a multi-phase development over eight years, the Film City is projected to generate around 500,000 direct and indirect employment opportunities.

A Strategic Vision for Global Cinema Infrastructure

In a milestone development for India’s entertainment infrastructure, Bayview Projects LLP—led by noted filmmaker Boney Kapoor—has moved a step closer to breaking ground on the International Film City project. The plan was officially submitted to the Yamuna Expressway Industrial Development Authority (YEIDA), which will now undertake a thorough evaluation before issuing formal approvals.

The proposed mega-complex will be developed over 1,000 acres in Sector-21, Greater Noida, strategically located along the Yamuna Expressway, a major corridor connecting Delhi and Agra. It is designed to attract both Indian and international filmmakers by offering world-class production facilities.

Financial Blueprint and Project Timeline

The first phase of the International Film City will occupy 230 acres and involves a capital infusion of Rs. 1,510 crore. Construction will begin following regulatory clearances, with the entire project unfolding in three phases over the next eight years.

Key approvals—such as those related to parking, landscaping, and gardening—require separate No-Objection Certificates (NOCs), according to YEIDA officials. The CEO of YEIDA, Arun Veer Singh, has emphasized that the project will proceed strictly in accordance with the concession agreement, signed with Kapoor on June 27, 2024.

Bayview Projects LLP was awarded the project after emerging as the highest bidder, offering an 18% gross revenue share to YEIDA. The Right of Way was transferred to the developer on February 27, 2025, while the master plan received final approval on January 30, 2025.

Infrastructure and Phase-wise Development

Phase one will see the construction of 155 acres of core film infrastructure—including advanced film studios, large sound stages, post-production units, and a state-of-the-art film institute. An additional 75 acres is earmarked for commercial amenities, such as retail outlets, corporate offices, and entertainment complexes. However, development of these commercial components will begin only after the primary film-centric infrastructure is in place.

Future phases will expand the complex over the remaining 770 acres, solidifying its place as a holistic ecosystem for the entertainment industry.

A Cultural and Economic Engine

According to Bayview Projects LLP's General Manager Rajiv Arora, the Film City aligns with Uttar Pradesh Chief Minister Yogi Adityanath’s vision of making the state a beacon for creative industries. The foundation stone for the project is expected to be laid by the chief minister himself.

The development aims to create approximately 500,000 direct and indirect employment opportunities across production, hospitality, tourism, logistics, and education sectors. It is being hailed as a transformative step for the state’s economy and its positioning within India’s film industry.

Features That Set It Apart

Beyond basic film production facilities, the project includes ambitious cultural and recreational infrastructure. Plans feature:

  • A 10,000-seat convention centre for film award ceremonies and high-profile events
  • A museum dedicated to the legacy of Indian cinema
  • A dedicated film festival zone with an auditorium, artist accommodations, and a guesthouse
  • Themed studio units reflecting diverse Indian architectural styles for on-site filming and lodging
  • An underwater studio and multiple large-format sound stages

This blend of function and flair aims to make the Film City a self-contained creative metropolis.
