India’s Telecom Sector Posts Strong Revenue Growth in March 2025 Quarter, Driven by Tariff Hikes and Surging ARPU

India’s telecommunications industry reported a solid performance in the March 2025 quarter, with adjusted gross revenue (AGR) climbing 12.44% year-on-year to Rs 79,226 crore, according to the latest data from the Telecom Regulatory Authority of India (Trai). The sector’s revenue growth was largely propelled by tariff hikes introduced in July 2024, which lifted average revenue per user (ARPU) by 19.16% to Rs 182.95. Reliance Jio retained its leadership in AGR, while Bharti Group posted the fastest growth rate among major players. Government collections from licence fees and spectrum usage charges also saw notable increases, reflecting the sector’s overall resurgence.

Robust AGR Growth Reflects Sector Resilience

India’s telecom operators collectively recorded an AGR of Rs 79,226 crore in the March 2025 quarter, marking a 12.44% rise from the corresponding period last year. This increase underscores the sector’s ability to recover and expand amid structural challenges and competitive pressures.

Reliance Jio, the market leader, contributed Rs 29,464 crore in AGR, maintaining its dominant position. Bharti Group followed with Rs 26,324 crore, yet outpaced peers in growth, registering a striking 25.64% jump in AGR compared to a year ago. Debt-laden Vodafone Idea posted a modest 3.84% rise to Rs 7,653.53 crore, while BSNL saw its AGR improve 12.45% to Rs 2,239.54 crore.

Mixed Fortunes for Smaller Operators

The performance of smaller operators was mixed. Tata Teleservices reported a mild increase of 2.31% in AGR, totaling Rs 677 crore. On the other hand, MTNL’s AGR declined 6.04% to Rs 147 crore, highlighting the persistent headwinds faced by legacy operators struggling to modernize networks and retain subscribers in a consolidating market.

Tariff Hikes Fuel Revenue and ARPU Gains

A significant driver behind the industry’s revenue upswing was the mobile tariff adjustments implemented in July 2024. These rate hikes translated into higher ARPU, which surged 19.16% year-on-year to Rs 182.95. The improvement in ARPU reflects operators’ strategic shift towards enhancing profitability while managing heavy capital expenditure commitments linked to 5G rollouts and network upgrades.

In tandem with rising operator revenue, gross revenue across telecom service providers grew 11.74% to Rs 98,250 crore during the quarter, illustrating sustained demand for data and voice services in one of the world’s largest telecom markets.

Stronger Government Collections

The government’s earnings from the telecom sector mirrored the industry’s revenue momentum. Licence fee collections, calculated as a share of AGR, rose 12.46% to Rs 6,340 crore during the period. Similarly, spectrum usage charges advanced 15.08% to Rs 1,000 crore, as operators’ increased revenues translated into higher statutory payments.

This uptick is seen as a positive signal for public finances, particularly as the government continues to balance sector reforms with efforts to maximize returns from national resources like spectrum.

Outlook: Sustaining the Growth Trajectory

The March 2025 quarter results paint a picture of a sector regaining financial health, aided by disciplined pricing strategies and sustained demand for mobile services. Analysts caution, however, that maintaining this momentum will depend on prudent capital allocation, further rationalization of tariffs, and effective monetization of new-age services such as 5G and IoT solutions.

Operators will also need to navigate regulatory developments and competitive dynamics, as market consolidation and technological shifts reshape the industry landscape. The positive revenue trend nonetheless sets a constructive tone for the coming quarters, offering hope for investors, government stakeholders, and consumers alike.
