In a landmark move to bolster consumer transparency and service accountability, India's telecom regulator, the Telecom Regulatory Authority of India (TRAI), has enforced new Quality of Service (QoS) norms compelling mobile operators to publish geospatial network coverage maps. This regulation, effective from April 1, 2025, mandates detailed public disclosure of service availability across all wireless technologies—2G, 3G, 4G, and 5G. Industry leaders such as Reliance Jio, Bharti Airtel, and Vodafone Idea have complied, signaling a step forward in consumer empowerment and infrastructure accountability. TRAI's Regulatory Overhaul: A New Chapter in Telecom Transparency

In August 2024, TRAI unveiled a comprehensive revision of its Quality of Service framework under the regulation titled, “The Standards of Quality of Service of Access (Wireline and Wireless) and Broadband Service Regulations, 2024 (06 of 2024).”

These rules, effective from October 1, 2024, and with a compliance deadline of April 1, 2025, require all telecom service providers (TSPs) to publish geospatial maps displaying their wireless network coverage. This includes mapping coverage across 2G, 3G, 4G, and 5G technologies. The core objective of the regulation is to provide end users with a clear, accurate picture of service availability in their location, empowering them to make informed decisions when selecting telecom providers.</strong>

Key Industry Players Respond Promptly

By the compliance deadline, major private telecom players such as:

  • Bharti Airtel
  • Reliance Jio (RJIL)
  • Vodafone Idea (Vi)

had already published their respective coverage maps. These interactive visualizations are now accessible both through the operators’ official websites and via the ‘Mobile Coverage Map’ section on TRAI’s portal. BSNL and MTNL, however, have yet to comply with this requirement, reflecting a broader trend of lag in modernization within some public-sector telecom entities. This gap underscores the need for equitable regulatory enforcement to ensure all consumers, regardless of their service provider, benefit equally from transparency.
