India Secures Global Recognition with International Social Security Award 2025

India has been awarded the prestigious International Social Security Association (ISSA) Award 2025 for its landmark achievements in expanding and strengthening social protection systems. The recognition, presented at the World Social Security Forum in Kuala Lumpur, highlights India’s success in moving from limited welfare coverage to a robust, digitally enabled ecosystem serving millions. Over the past decade, the country has expanded social security reach from 19 percent to more than 64 percent of its population, now covering approximately 940 million people. This milestone underscores India’s position as a global leader in inclusive, technology-driven welfare reform.

A Landmark in Global Welfare Recognition

The ISSA Award for Outstanding Achievement in Social Security is considered the highest honor in the field, presented once every three years to a country that demonstrates exceptional progress in designing and delivering social protection. By winning in 2025, India joins a select group of nations recognized for transformative reforms.

At the Kuala Lumpur forum, policymakers and experts acknowledged India’s commitment to building a comprehensive, lifecycle-based social protection framework. The award not only validates domestic reforms but also places India at the center of global conversations on welfare innovation.

Expanding Coverage: From Fragmented Schemes to Nationwide Reach

One of India’s most notable accomplishments has been its rapid expansion of social security coverage. In 2015, only about 19 percent of citizens had access to formal protection. A decade later, that number has risen to 64.3 percent, or nearly 940 million people. This scale of expansion is unprecedented for a country of India’s demographic complexity.

Rather than relying on fragmented schemes, New Delhi pursued an integrated approach, streamlining multiple programs into a more coherent, accessible safety net. The focus has been on ensuring that vulnerable populations—particularly informal sector workers—are not left behind.

Digital Infrastructure as a Game Changer

India’s recognition also reflects the pivotal role of digital public infrastructure in welfare delivery. Platforms like the e-Shram portal, which has registered more than 310 million unorganised workers, and the National Career Service, which connects employment seekers with opportunities, represent the backbone of this transformation.

By leveraging Aadhaar-based identity verification and direct benefit transfers, the government has curtailed leakages and improved efficiency. These digital systems allow real-time monitoring, data-driven policymaking, and faster access to benefits, making social protection both scalable and sustainable.

Global Implications of India’s Model

India’s achievement carries lessons for other emerging economies grappling with large informal sectors and uneven welfare reach. The ISSA Award recognition is not just about coverage expansion; it also highlights India’s commitment to inclusive growth, fiscal innovation, and governance reform.

In an era where geopolitical and economic uncertainties have sharpened the importance of social resilience, India’s approach demonstrates how technology, when coupled with political will, can radically reshape the welfare landscape.
