Uttar Pradesh Unveils Rs. 4,000-Crore Agri-Tech and AI Push with World Bank Backing

In a bold stride toward economic modernization, Uttar Pradesh Chief Minister Yogi Adityanath and World Bank President Ajay Banga jointly launched two transformative initiatives—UP-AGRIS and AI Pragya—on Friday. With a combined focus on precision agriculture and artificial intelligence, these programs aim to enhance rural productivity and technological prowess across the state. The Rs. 4,000-crore UP-AGRIS initiative, supported by the World Bank, targets 21 districts in Purvanchal and seven in Bundelkhand, while AI Pragya seeks to skill 10 lakh youth in future-ready technologies. Together, the programs mark a significant step toward the state's aspiration of becoming a USD 1 trillion economy.

 

UP-AGRIS: A Technological Overhaul for Eastern and Bundelkhand Agriculture

The Uttar Pradesh Agriculture and Rural Innovation System (UP-AGRIS) initiative is poised to reshape the agrarian landscape of some of the state's most underserved regions. With a total outlay of Rs. 4,000 crore, of which Rs. 2,737 crore will come as a World Bank loan and Rs. 1,166 crore from the state exchequer, the project will be implemented over a six-year timeline.

The World Bank loan, structured with a 35-year repayment window at a concessional interest rate of 1.23%, reflects confidence in the state's development roadmap. The project is expected to impact 10 lakh farmers, including women and marginal cultivators, by integrating advanced agri-tech solutions and improving access to global best practices.

Target districts include 21 in eastern Uttar Pradesh—such as Gorakhpur, Varanasi, Azamgarh, and Ballia—and seven in Bundelkhand, including Jhansi, Banda, and Lalitpur. Specific interventions will include support for fisheries, farmer-producer organizations, and MSMEs tied to agriculture. Notably, 30% of the benefits are reserved for women, and the project aims to mobilize 10,000 women producer groups.

Additionally, 500 farmers will be sent abroad to receive training in international agricultural practices—an effort expected to catalyze productivity back home.

 

AI Pragya: Cultivating a Future-Ready Workforce

In a parallel push toward digital empowerment, the AI Pragya initiative aims to make Uttar Pradesh a national hub for artificial intelligence. The program’s goal is to train 10 lakh youth in high-demand fields such as machine learning, data analytics, cybersecurity, and AI applications.

Certification and skill development under this program will be executed through collaboration with key government departments, including education, health, rural development, and IT. The initiative also seeks to bolster the startup ecosystem by embedding future-focused talent within the state’s evolving innovation economy.

“Uttar Pradesh is no longer a symbol of stagnation; it is a growth engine for the nation,” Chief Minister Adityanath declared, positioning both initiatives as pillars of the state’s ambition to become a USD 1 trillion economy.

 

Nutrition Mission and Global Best Practices

Adding another dimension to the state's development agenda, the Chief Minister also announced the upcoming CM Nutrition Mission, a dedicated effort to combat child malnutrition. The scheme will focus on children aged six months to six years, leveraging partnerships with voluntary organizations for implementation.

A study delegation is being dispatched to Indonesia, where a similar initiative has reportedly shown promising outcomes, to extract actionable insights for local adaptation.

 

Strategic Partnerships and International Endorsement

The launch event was attended by top global and national dignitaries, including World Bank Vice President Auguste Tano Kouamé and India Country Director John Roome, signaling international validation of Uttar Pradesh’s reform agenda.

Chief Minister Adityanath hosted the World Bank delegation at his official residence, expressing appreciation for the multilateral lender’s continued involvement in state-building efforts—from environmental sustainability and tourism to infrastructure and governance.

Ministers from the Uttar Pradesh cabinet—including Suresh Khanna and Swatantra Dev Singh—along with Chief Secretary Manoj Kumar Singh, were present at the launch, which also featured a short documentary highlighting the state’s developmental trajectory.

 

Conclusion: Steering Toward a Trillion-Dollar Future

The launch of UP-AGRIS and AI Pragya underscores Uttar Pradesh’s strategic intent to blend agricultural modernization with digital skilling, forging a development model that is both inclusive and future-facing. With support from the World Bank and alignment across government departments, these initiatives offer a blueprint for integrated economic growth.

By targeting structural challenges—like low farm productivity and technological unemployment—through a multidimensional policy lens, the state is crafting a sustainable pathway toward its USD 1 trillion economic vision.
