BSNL Achieves 93% of Q2 Revenue Target, Reports Rs. 5,347 Crore Income

State-owned telecom operator Bharat Sanchar Nigam Limited (BSNL) reported a revenue of Rs. 5,347 crore in the second quarter (Q2) of the current fiscal year, achieving 93% of its quarterly target. The performance highlights the company’s gradual financial stabilization amid its ongoing 4G rollout and network modernization efforts. Backed by government support and rising rural connectivity demand, BSNL’s improved revenue trajectory signals progress toward its broader revival roadmap, even as the telecom sector remains highly competitive with private players dominating market share.

Revenue Growth and Performance Overview

BSNL’s Q2 results underscore a positive trend in operational efficiency and revenue optimization. The company recorded Rs. 5,347 crore in total income, nearing its target of Rs. 5,750 crore for the quarter. This performance reflects improved service delivery, higher subscriber retention, and growing demand for fixed-line broadband and enterprise connectivity solutions.

Officials noted that BSNL’s performance was driven by its continued efforts to strengthen fiber-to-the-home (FTTH) services under the Bharat Fiber brand and to expand its rural and semi-urban footprint through infrastructure upgrades and partnerships.

Despite facing stiff competition from private telecom giants, the state-run operator has managed to stabilize its earnings through a sharper focus on non-mobile revenue streams, including enterprise services, managed network solutions, and government connectivity projects.

4G Rollout and Technology Modernization

One of the major contributors to BSNL’s improved revenue outlook is the accelerated deployment of its indigenous 4G network, powered by Indian vendors under the Atmanirbhar Bharat initiative. The 4G rollout, which began in several key circles earlier this year, aims to enhance network reliability and customer experience while laying the groundwork for eventual 5G upgradation.

The company has partnered with Tata Consultancy Services (TCS) and the Centre for Development of Telematics (C-DOT) for the deployment of next-generation telecom infrastructure. Once fully operational, BSNL’s indigenous 4G network is expected to significantly reduce dependency on foreign suppliers and strengthen the country’s digital self-reliance.

Sources within the company indicated that BSNL is targeting to cover over 100,000 sites with 4G connectivity by mid-2026, which will enhance its competitiveness and revenue potential, particularly in under-served regions where private players have limited presence.

Government Support and Revival Strategy

BSNL’s ongoing revival is being supported by the government’s Rs. 1.64 lakh crore revival package, which includes financial restructuring, spectrum allocation, and capital infusion for network expansion. This assistance has enabled BSNL to clear legacy dues, modernize its infrastructure, and improve service quality, positioning the company for long-term sustainability.

The revival plan also includes the merger of Bharat Broadband Network Limited (BBNL) with BSNL, providing access to over 600,000 km of optical fiber network under the BharatNet project. This merger has strengthened BSNL’s backbone infrastructure, improving its ability to deliver high-speed internet services across rural and remote areas.

Analysts believe that BSNL’s turnaround depends on consistent execution of its modernization roadmap and strategic use of its extensive fiber network to expand broadband and enterprise connectivity solutions.

Enterprise and Broadband Segments Drive Growth

While mobile revenues have remained relatively stable, BSNL’s broadband and enterprise segments have emerged as key growth drivers. The operator has been focusing on corporate clients, government agencies, and institutional connectivity through managed services, leased lines, and digital solutions.

The Bharat Fiber FTTH network has seen steady growth, with increasing adoption among households and small businesses seeking reliable high-speed internet. Additionally, BSNL’s digital enterprise solutions—including cloud hosting, cybersecurity, and IoT-based services—are expected to play a larger role in the company’s revenue diversification strategy over the coming quarters.

Challenges and Future Outlook

Despite encouraging signs, BSNL continues to face structural and operational challenges, particularly in market competitiveness, service quality, and network modernization. Private operators such as Reliance Jio and Bharti Airtel continue to dominate both urban and data-heavy markets, making it difficult for BSNL to regain substantial market share in the mobile segment.

However, the company’s unique positioning in rural and government connectivity projects, combined with its expanding fiber infrastructure and indigenous 4G rollout, could enable it to carve a sustainable niche in India’s evolving telecom ecosystem.

Looking ahead, BSNL’s focus will likely remain on network expansion, technology upgrades, and improving customer experience, alongside leveraging its infrastructure for national digital initiatives. With consistent government support and prudent execution, the company appears poised to gradually restore financial health and operational credibility.

Conclusion

BSNL’s achievement of 93% of its Q2 revenue target reflects a cautiously optimistic outlook for the public sector telecom operator. While challenges persist in scaling up and competing with private rivals, its renewed emphasis on broadband expansion, enterprise services, and indigenous 4G deployment underscores a disciplined approach to revival.
