In a significant move to preserve and promote Himachal Pradesh’s rich tradition of handicrafts and handloom, Industries Minister Harshwardhan Chauhan announced a series of initiatives to strengthen artisan welfare, expand market reach, and rejuvenate heritage crafts. At the 194th Board of Directors meeting of the Himachal Pradesh State Handicrafts and Handloom Corporation, Chauhan emphasized awareness, training, and digital promotion to counter the threat of cultural erosion. With an ambitious Rs. 23.38 crore cluster development scheme underway, and sales crossing Rs. 29.98 crore in FY 2024–25, the Corporation is accelerating efforts to put Himachali craftsmanship on the national and global map.
Government Steps Up to Preserve Endangered Craft Traditions
Presiding over a high-level review meeting of the Himachal Pradesh State Handicrafts and Handloom Corporation, Industries Minister Harshwardhan Chauhan outlined a renewed roadmap to protect the region's artisanal heritage. He praised the Corporation’s recent work in supporting artisans and called for broader outreach to ensure government schemes benefit a larger segment of the community.
Chauhan stressed the urgency of protecting traditional crafts, many of which face extinction due to waning interest and modern consumer shifts. In response, he instructed officials to organize recurring training workshops across the state to help new generations learn and practice these endangered art forms.
Digital and Physical Outreach for Market Expansion
Recognizing the need to boost visibility and consumer engagement, the minister directed the preparation of promotional videos showcasing Himachal’s unique handloom and handicraft offerings. These videos will be circulated widely on social media platforms and other digital channels to generate national and international interest.
He also proposed the establishment of a “show-window-cum-sale counter” in Chandigarh to serve as a retail gateway for the state’s products, thereby expanding access to metropolitan consumers while offering artisans greater commercial exposure.
Empowering Artisans Through Cluster Development
A central focus of the Corporation’s agenda is the Comprehensive Handicrafts Cluster Development Scheme (CHCDS)—a three-year, centrally sponsored project with an allocation of Rs. 23.38 crore. The scheme is designed to provide comprehensive support to artisans through training, infrastructure, and market linkage.
In FY 2023–24, the Corporation supported 420 artisans, distributing upgraded toolkits to 340 of them. The impact was significantly amplified in FY 2024–25, with 840 artisans benefitting from improved equipment and capacity-building measures. These initiatives aim not only to enhance productivity but also to elevate the quality and market competitiveness of Himachali crafts.
Infrastructure Upgrades and Retail Revamps
To reinforce its retail and tourism-facing operations, the Corporation has completed the renovation of three major emporia located in Delhi, Dharamshala, and Manali. Renovation efforts are also in progress at two outlets in Chamba and one in Shimla. These upgrades are intended to create immersive shopping experiences while preserving the cultural aesthetic of each emporium.
The Board also authorized the Corporation’s Managing Director to spearhead the diversification and international expansion of Himachali handloom products. Special emphasis has been placed on Himalayan tweed, a distinctive artisanal wool fabric woven by local craftspeople, seen as a high-potential product for both domestic and foreign markets.
Financial Performance and Sales Milestone
Managing Director Richa Verma provided a detailed account of the Corporation’s operational highlights. She reported that total sales of handicrafts, handlooms, and allied products during the financial year 2024–25 reached Rs. 29.98 crore—a promising indicator of growing consumer demand and improved market penetration.
These sales figures reflect the Corporation’s expanding footprint and validate its approach to artisan empowerment and product innovation. As Verma noted, the integration of traditional craftsmanship with modern retail and branding strategies is creating new opportunities for sustainable growth.
Conclusion: A Revival in Motion
Himachal Pradesh’s handloom and handicrafts sector is undergoing a pivotal transformation. With strong government backing, institutional commitment, and a sharp focus on training, infrastructure, and digital marketing, the state is poised to reclaim its position as a hub of indigenous artistic excellence.
As policymakers and artisans collaborate to preserve cultural heritage while embracing modern market dynamics, the journey ahead promises not only economic upliftment for thousands of craftspeople but also a renewed global appreciation for Himalayan artistry.
