FASTag Update: New Toll Rules for Non-Users and UPI Cashback Incentive Announced

By Anant Kumar , 6 October 2025

The National Highways Authority of India (NHAI) has introduced new regulations aimed at promoting the adoption of FASTag across the country. Under the revised policy, vehicles without a FASTag will incur a 2.5x toll surcharge, reinforcing the government’s push for digital payments on highways. Simultaneously, the Ministry of Road Transport and Highways (MoRTH) is incentivizing FASTag users by offering UPI cashback rewards for toll payments. This dual approach seeks to accelerate the transition to contactless toll payments, enhance traffic efficiency, and reduce congestion, while encouraging digital financial inclusion among motorists across India.

Toll Surcharge for Non-FASTag Users

The new rule mandates that vehicles without a valid FASTag will pay a toll fee 2.5 times the standard rate. This measure applies to all national highways equipped with electronic toll collection systems. The surcharge is designed to discourage cash transactions, reduce waiting times at toll plazas, and ensure smoother traffic flow. Enforcement will be carried out through automatic cameras and toll plaza monitoring systems, with penalties applicable for repeated non-compliance.

UPI Cashback Incentive

To encourage wider FASTag adoption, the government is offering UPI-linked cashback rewards for toll payments. Users who link their FASTag to UPI-based wallets or apps will receive a percentage of the toll fee back, credited directly to their bank accounts. This incentive not only promotes digital payments but also provides a tangible financial benefit for compliant motorists, reinforcing the convenience and efficiency of FASTag usage.

Impact on Traffic Management and Digital Payments

The combined strategy of penalties for non-users and rewards for UPI-linked FASTags is expected to significantly reduce congestion at toll plazas. By minimizing cash handling and manual transactions, the measure aims to streamline toll collection, improve highway travel times, and encourage financial digitization. Analysts note that such policy interventions are crucial in accelerating the adoption of digital infrastructure in India’s transport sector.

Government’s Vision and Future Outlook

The initiative aligns with the government’s broader vision of a cashless economy and enhanced highway infrastructure. With increasing FASTag penetration and the introduction of incentives, authorities anticipate higher compliance rates and a more seamless toll collection experience. Continued awareness campaigns and technological upgrades are expected to further support nationwide adoption, benefiting both motorists and the transport ecosystem at large.
